ARCHIVE: COVID-19 Economic Relief and Recovery Response
Following Mayor Ted Wheeler’s declaration of emergency on March 12, 2020 the City of Portland formed a COVID-19 Economic Relief and Stabilization Framework and identified teams to guide the city’s response to the economic impact of the pandemic through recommendations and collaboration.
Framework & Implementation
The Framework focused our efforts around four key priorities:
- Increase Communication & Connections to Resources
- Mitigate Economic Hardship on Impacted Individuals
- Help Local Businesses Stay Solvent & Retain Employees
- Evaluate City Business Practices and Redirect Available Resources
The implementation of the Framework was guided by these principles:
- Prioritize support to the most vulnerable, applying a racial equity lens.
- Act quickly. Leverage existing networks and assets.
- Make a difference where possible. Partner & advocate elsewhere.

- Business, community, foundation, labor, public, and workforce leaders.
- Advises on collaborative economic stabilization and recovery interventions.

Work Groups
Work Groups were formed to provide feedback and recommendations on specific focus areas. These ad hoc groups provided distinct recommendations on specific topics based on needs identified by the Economic Recovery Task Force. Participation included members of the Task Force and other interested community members.
The initial Work Groups focused on areas that were identified by the Economic Recovery Task Force at its March 20 meeting as both urgent and actionable. Task Force members proposed additional Work Groups which formed later.
Task Force members were given the opportunity to join Work Groups and recommend additional Work Group members who were not represented on the Task Force. Staff from Prosper Portland, the mayor’s office, and city commissioners’ offices also solicited additional interest in Work Groups specific to the focus area. Prosper Portland staff selected co-chairs for each Work Group based on interest as well as a balance of expertise and perspectives in driving the conversation.
- Co-led by Dr. Markisha Smith (Office of Equity and Human Rights) and Mayra Arreola (Prosper Portland)
- Solidify city-wide equity lens for COVID-19 responses on economic relief to be applied consistently in Economic Recovery Task force efforts
- Co-led by Elisabeth Perez (OCT), Alan Hipólito (Verde), and Kevin Martin (BPS)
- Helping residents and businesses connect to resources/work virtually
Reducing Commercial Evictions:
- Co-led by Edy Martinez (NAYA) and Eric Cress (UDP) with staff support from Joana Filgueiras (Prosper Portland)
- Technical assistance for landlords and tenants, particularly effective actions at state/federal level
Support for Displaced Workers Ineligible for Unemployment Insurance:
- Staffed by Kelly Haines (Worksystems, Inc.)
- Identifying support for displaced workers who are ineligible for unemployment insurance, including undocumented Portlanders and workers who are not eligible for federal resources.
Evaluating City Practices:
- Focused specifically on evaluating City practices to support small businesses, employees and non-profits.
- Karl Dinkelspiel (Prosper Portland) & Karl Lisle (City of Portland) are supporting this group, which has been divided into the following subgroups:
- Permitting and Construction: Co-led by Rana Uzzaman (PYB) and Willy Myers (Columbia Pacific Building Trades Council)
- Procurement and Business Operations to Support Local Businesses: Co-led by Duncan Hwang (APANO) and Skip Newberry (TAO),
- Procurement and Business Operations to Support Non-profits and the Arts: Co-led by Madison Cario (RACC) and Miranda Mishan (NAYA)
