    Prosper Portland and our many partners in the Gateway community share a dynamic vision for the Gateway Regional Center: a multicultural hub that celebrates diversity, multigenerational living, and access to a rich array of services and employment opportunities. This vision capitalizes on the area’s unique advantages: an unparalleled location at the confluence of major transportation corridors, with superb access to other activity centers including Downtown Portland, Portland International Airport, and neighborhood commercial centers throughout East Portland.

    The Gateway Regional Center Tax Increment Finance (TIF) district was created in 2001. Over the next two decades, Gateway established itself as a major healthcare destination and multigenerational neighborhood. Investments from major healthcare organizations provided increased employment density across the district, leading to substantial investment in other healthcare services, nonprofit partnerships, and residential communities for aging adults. Gateway boasts a wide variety of amenities and services and continues to be a location with significant potential for commercial and residential development.

  • Gateway Action Plan

    The 2024 Gateway Action Plan is a 5-year community-prioritized plan that focuses investments in the district on what can make the community thrive today while positioning Gateway for success in the years to come. Prosper Portland’s model for growth focuses on supporting existing residents, businesses, and property owners as they secure financial empowerment and wealth building, coupled with leveraging regional market forces to bring additional resources to the neighborhood.
