On August 1, Legacy Health, Prosper Portland and the City of Portland announced a collaborative effort to kick off a process for the proposed development of a vacant 1.7 acre block at North Russell Street and North Williams Avenue currently owned by Legacy Health.
A significant majority of the site will be dedicated to uses that have not yet been identified but could include such elements as inter-generational affordable and workforce housing for seniors and families, community gathering spaces, a cultural business hub, open space, or other community-desired amenities. The development will also complement the adjacent Legacy Health Medical Center campus and possibly include medical offices, a surgery center and a patient and family housing center.
Based on the feedback received during public testimony at the August 9 Prosper Portland board meeting as well as the guidance of the Prosper Portland Board, the collaborative project and the associated Interstate Corridor Urban Renewal Area (ICURA) boundary amendment were discussed at the August 23 meeting of the North/Northeast Community Development Initiative (CDI) Oversight Committee. That committee is responsible for overseeing the Action Plan guiding investment of the remaining $32 million in tax increment financing resources for economic development in the ICURA over the next five years.
The Committee’s feedback will be shared with the Prosper Portland Board of Commissioners at its September 13 meeting. Any additional direction, comments or questions from the Prosper Portland Board will be shared with the Oversight Committee prior to the Board taking action related to the 1.7 acre site.
