Lents Town Center

The Lents Town Center TIF district was created in 1998 to strengthen business vitality in Southeast Portland with job generation, small business support, and infrastructure improvements for community growth and vibrancy. This district is sunsetting – all remaining resources have been allocated and are anticipated to expend all remaining resources as designated projects complete.

  • Background

    In September 1998, Portland City Council established the Lents Town Center TIF District, the first of three neighborhood TIF Districts created in the span of four years. Community priorities for this district include generation of new family wage jobs, assistance to new and existing businesses, improvements to local infrastructure such as streets and parks, and improvements to existing housing and new housing construction. Implementation of the plan began in Fiscal Year 1999-2000. A 2008 amendment to the plan expanded boundaries by 140.05 acres, increased maximum indebtedness by $170 million, and extended the district expiration date.

    Since the formation of the district, Prosper Portland has invested $90 million in infrastructure, facilities, transportation, affordable housing, and business development.

  • 92nd & Harold

    In late 2018, Prosper Portland began community engagement for the redevelopment of a 4.4-acre site on SE 92nd and Harold with opportunities for new housing, renovated commercial space, and public space. This project, referred to as 92H, will take place in two phases. As of July 2025, Phase 1 of 92H is in the building permit stage of the development process.

  • District Close-Out

    Starting in 2020, the Lents TIF district began a trajectory to spend down the remaining resources and close out the district. The process includes disposition of remaining sites, completion of development projects where funding was allocated, and final closeout of any grant programs and funds remaining. In Lents, this includes the following:

    Parcels for Disposition

    Prosper is moving toward completing a transaction on the one remaining parcel in this district (Tate Lot).

    Prosperity Investment Program (PIP) Grant

    The PIP Grant will be available in the sunsetting Lents TIF district for an additional two years, through the end of Fiscal Year 2026/27.

    Community Livability Grant

    As of 2025, with the sunsetting of the district, Community Livability Grant resources are no longer available in the Lents TIF district.
