Prosper Portland Announces Two Additions to Agency Leadership Team.

Prosper Portland Names Lisa Pettinati and Jenna Diallo to Lead Agency’s Real Estate Development and Investment Work.

Prosper Portland is pleased to announce two additions to the agency’s leadership team: following an extensive recruitment and hiring process, Lisa Pettinati will serve as the agency’s Director of Real Estate & Community Development and Jenna Diallo has been selected as the agency’s Director of Capital Access.

As Director of Real Estate & Community Development, Pettinati will lead the agency’s urban development efforts in Portland’s 13 Tax Increment Finance (TIF) districts and throughout the city. As Director of Capital Access, Diallo will oversee the agency’s lending and grant-making work.

“Lisa Pettinati’s experience overseeing large-scale partnerships will be invaluable as the city looks to make catalytic investments and further strengthen our deep partnerships, both in the Central City and in East Portland’s new TIF districts,” said Executive Director Cornell Wesley. “Similarly, Jenna Diallo’s experience in resource deployment will help us make thoughtful, results-driven investments through both our grant and loan programs. I am excited to welcome these two talented leaders to the Prosper Portland team. I also want to recognize and thank Amy Nagy for her dedication and leadership serving as the interim department director over the last six months. Amy’s extensive skill set and commitment to our mission is invaluable.”

Director Pettinati is a strategic enterprise leader with an extensive background in large-scale real estate and construction finance. As Deputy General Counsel for the Oregon State Treasury, she helped negotiate financial strategies and public-private programs for the state’s $140+ billion investment portfolio. She previously served as Assistant General Counsel for the US International Development Finance Corporation, helping structure complex transactions and strategic public-private partnerships.

Director Pettinati holds a J.D. from American University Washington College of Law and a B.A. from University of Pennsylvania. She currently serves on the boards of Metropolitan Family Service and Water Strong. Her first day is Monday, June 29.

Director Diallo has more than 20 years’ experience designing investment programs and strategic partnerships that leverage grants and loans to advance inclusive economic opportunity and social impact. She has led global teams to expand access to finance through grants, guarantees, and public–private collaboration in frontier markets across Africa and Asia, with a focus on translating mission into measurable outcomes. She has experience managing multimillion-dollar grant portfolios and deep networks in impact investment. She most recently served as Regional Investment Director for the United States Agency for International Development in West Africa.

Director Diallo holds a master’s degree from Johns Hopkins School of Advanced International Studies and a BA from Colgate University. Her first day is Monday, July 6.
