Catalyzing a cultural business hub is a central goal of the N/NE Community Development Initiative Action Plan, in place since early 2017 to guide the investment of $32 million in TIF resources for economic development in the Interstate Corridor Tax Increment Finance (TIF) District. The goal calls for investment in economic opportunity and multigenerational wealth creation by developing commercial space that serves as a gathering place offering business opportunities, technical assistance, and access to financial resources for businesses and individuals who have been historically disadvantaged and/or economically excluded. Its offerings will be culturally specific for small businesses owned by African Americans and other people of color to grow and thrive.
Prosper Portland is currently seeking expressions of interest from property owners, real estate developers, and private firms or community-based operators interested in establishing one or more Cultural Business Hubs within the Interstate Corridor (TIF) District in support of the N/NE CDI Action Plan. The Request for Expression of Interest (RFEI) intends to provide an opportunity for individuals, businesses and organizations to express interest in working on or being a part of this initiative.
Prosper Portland encourages formed or forming collaborations of like-minded mission and community-focused firms and organizations – property owners, real estate developers, and private firms or community-based operators – that have worked directly with priority populations and people with ties to N/NE Portland.
