East Portland TIF District Working Groups – Applications Now Open

Applications are now open for three TIF district Community Leadership Committees in East Portland.
Prosper Portland and the Portland Housing Bureau (PHB) have opened the application process for three Tax Increment Finance (TIF) district Community Leadership Committees in East Portland.
Each district-specific committee’s purpose is to advise PHB and Prosper Portland staff, the Portland City Council, and the Prosper Portland Board of Commissioners on the creation and implementation of TIF District Action Plans by providing essential guidance, public recommendations, and oversight of the City’s development and implementation of the plans.
“These critical roles are an essential element of the co-creation model we’re using in the new districts,” said Prosper Portland Interim Executive Director Shea Flaherty Betin. “As the first use of the co-creation model at this scale, it’s exciting to engage in this collaborative work that we believe will become a model for others to follow.”
In October 2024, after a year-long community-led exploration process, Portland City Council voted to approve the establishment of three new TIF districts in East Portland:
- 82nd Avenue Area
- Sumner-Parkrose-Argay-Columbia Corridor (SPACC)
- East 205
These TIF districts will help address the urgent need to stabilize existing businesses and residents while supporting inclusive economic growth for current and future generations.
Each CLC will include 13 members, who will be supported by PHB and Prosper Portland staff. As there are three districts, a total of 39 community members will serve in these important roles.
“We are seeking a diverse array of candidates for these committees, from all backgrounds and walks of life,” said PHB Director Helmi A. Hisserich. “If you live, work, play, or study in East Portland, and want to help guide investments in your community, we encourage you to apply.”

Prosper Portland and PHB staff, along with Neighborhood Prosperity Initiative partners, will cohost open houses in each district over the next month, in addition to holding community drop-in hours. Applications are due by 11:59 p.m. on Monday, May 26, 2025. Application materials are available in English, Arabic, Chinese, Karen, Russian, Somali, Spanish, Ukrainian, and Vietnamese.
