Project Details

In 2024, Prosper Portland acquired a strategic 5-acre site at NE 102nd Avenue and NE Pacific Street with the intent to invest in a 200+ unit workforce housing project in the next few years. Development and activation of this decades-long vacant property has been a long-standing priority for Gateway community partners and was the signature project of the 2024 Gateway Action Plan.

With ownership of the site, Prosper Portland gains an equity stake in a major public/private partnership. With greater equity in the partnership, Prosper Portland will be able to prioritize equitable development outcomes that help to stabilize families in workforce housing that bring economic vitality to a vacant superblock.

Currently, Prosper Portland and Portland Bureau of Transportation (PBOT) are working on the design of the NE 100th Avenue road extension and public improvements along NE Pacific between NE 99th Avenue and NE 102nd Avenue. These improvements will make significant upgrades to pedestrian and cycling infrastructure that act as a key connection between the Gateway Transit Center and neighborhoods throughout Gateway and Hazelwood.
