Portland City Council appoints Community Leadership Committees for East Portland TIF Districts

This morning, Portland City Council voted to approve the appointments of 39 members to Community Leadership Committees (CLCs) for three new Tax Increment Finance (TIF) Districts in East Portland: 82nd Avenue Area TIF District, East 205 TIF District, and Sumner-Parkrose-Argay-Columbia Corridor (SPACC) TIF District. Each Community Leadership Committee will have 13 members, who will advise Prosper Portland, Portland Housing Bureau (PHB), and City Council on the creation of 5-Year Action Plans for each TIF district. TIF is a long-term source of public funding that can be invested in community priorities for physical improvements within specific areas of Portland.

“When we began contemplating the future of these critical East Portland neighborhoods, we worked to ensure that those with deep knowledge of these communities would lead the work, from our earliest discussions to the Community Leadership Committee appointments the Council approved today,” said Deputy City Administrator for Community and Economic Development Donnie Oliveira. “Now, the real work begins to spur economic growth, create jobs, and invest in affordable housing options in East Portland over the next 30 years. We look forward to these committees guiding and informing the five-year action plans for these districts and bringing those plans to Council as next steps.”

In October 2024, Portland City Council approved six new TIF districts following a year-long exploration and community cocreation process that led to the formation of the three new TIF districts in the Central City in addition to the three districts in East Portland. This morning’s Council action kicks off the creation process for 5-Year Action Plans to direct initial investment in these three districts. Over the next 30 years, these districts will deploy an estimated $1.43 billion in investment for economic and urban development, infrastructure, and affordable housing in East Portland.

“Today’s approval by City Council is the conclusion of an extensive two-year community engagement process,” said Prosper Portland Executive Director Cornell Wesley. “This exciting milestone also marks the start of work by the three CLCs that will advise city leadership, Prosper Portland, and PHB on investments in the respective districts that align with identified priorities and commitments that serve East Portland communities.”

“On behalf of the Portland Housing Bureau, I extend my immense gratitude to the Portlanders who have agreed to join us on this co-created journey, and serve on one of the three East Portland Community Leadership Committees,” said PHB Director Helmi A. Hisserich. “These committees will help ensure that community voice and representation guide the City’s affordable housing investments to prioritize the needs of all who live, work, play, worship, or have been displaced from these districts. The CLCs will hold kickoff events this fall and begin district-specific action planning work in the new year. Each CLC is anticipated to present their district-specific action plan to City Council at the end of 2026.
