A formal procurement is issued on Prosper Portland’s Bid Locker page as a Request for Proposals (RFP) or Invitation to Bid (ITB). Email notices are sent to those who have signed up to receive notice of Prosper Portland contract opportunities, and the contract opportunity is advertised in the Daily Journal of Commerce or another local community paper. - Flexible Services Contracts
Flexible Services Contracts (FSCs) are price agreements that allow contractors to provide a wide range of services for Prosper Portland on an as-needed basis. These contracts are established through a competitive Request for Qualification (RFQ) process to encourage wider participation in the solicitation and reduce the number of small service contracts. Vendors must have a current Portland Business License Tax Account. This applies to both resident and non-resident vendors.
