Described by PDC Chair Tom Kelly as a “constructive journey,” the North/Northeast Community Development Initiative Action Plan received the endorsement of Portland City Council on Thursday, January 26. Work on the plan began a year ago and involved a robust community engagement process, including one-on-one and group interviews and community forums.
The Plan acknowledges the failure of past investment in the Interstate Corridor Urban Renewal Area to benefit the existing residents and businesses in the URA’s historically black neighborhoods and focuses $32 million in remaining tax increment funds to foster multi-generational wealth creation and community assets.
