Green Construction Contractor Development Program

The Green Construction Contractor Development Program provides services and supports to contractors wishing to enter the Green Construction industry. Qualified clients have access to fully-funded training, certifications, and one-on-one green construction navigation, as well financial support through grants and low-cost loans.

What is this program?

The Green Construction Contractor Development Program, funded by the Portland Clean Energy Community Benefits Fund (PCEF), is a joint effort between PCEF and Prosper Portland to support contractors wishing to enter the Green Construction Industry. Through community feedback and outreach this program was developed to comprehensively support contractors by providing one-on-one green construction navigation, identified education, training, certifications, and financial supports to transition into the industry.

Who is this program for?

The Green Construction Contractor Development Program helps contractors transition into the Green Construction industry.

To be eligible for this program a client must:

  • Be a small business owner (Have 50 or fewer employees)
  • Have a current City of Portland business license and State of Oregon business registration
  • Have an active Oregon Construction Contractors Board (CCB) license
  • Have a business or home address within the Portland Metropolitan Statistical area (includes Clackamas, Columbia, Multnomah, Washington, Yamhill, Clark and Skamania counties)
  • Perform a majority of work within the City of Portland

To apply, please fill out the online application form. Once submitted, a Green Construction Navigator will reach out for a consultation and to confirm eligibility. If eligible, the client and navigator will identify an individualized pathway to move into the Green Construction industry. If ineligible, the Navigator may suggest resources to help the contractor become eligible for the program.

Currently this program is focused on providing LEED and BPI-focused training for residential or commercial green construction pathways. Additional trainings may be added to the program at a later date.

Prosper Portland has partnered with Earth Advantage and ecoREAL Solutions to provide BPI and LEED-certification trainings.

Once the client has finished their designated residential or commercial pathway, they will have access to grants of up to $1,000 and low-cost loans up to $20,000 while funds are available. These grants and loans are available for clients to use for green construction tools purchases.
