Building a new headquarters has been a longtime priority for the Multnomah County health department. The project site is adjacent to Bud Clark Commons near Union Station on Northwest Sixth Avenue, between Hoyt and Irving streets, easy to reach by transit and accessible for clients and community members. The nine-story, 159,000 square foot building is expected to bring at least 500 employees into the neighborhood in the rapidly transforming north end of Old Town/Chinatown.

The new Gladys McCoy headquarters will replace an aging, inefficient and undersized building and meet the increasing demand for health services. The new building retains the name of the previous headquarters space to honor the late Gladys McCoy, the first African American Multnomah County Chair.

When the county settled on a location for its new Central Courthouse in 2015, Prosper Portland voted to direct $9.5 million from the Hawthorne Bridge ramp relocation to the health department project. Construction began in early 2017, with completion expected in 2019.
