While there are several contractor requirements associated with this grant program, grant staff are committed to working with applicants throughout the process to make fulfilling these requirements as streamlined as possible.

  • Contractor will be required to certify compliance with Portland Clean Energy Fund’s wage requirementswhich require that staff working on the project earn, at minimum, 180% of the area minimum wage.
  • Prosper Portland has a goal that 22% of construction costs be allocated to contracts with Minority, Women, and Disadvantaged Business Enterprise (MWDBE) firms, either state-certified or self-identified. Grantees are asked to consider this during contractor selection and will be expected to obtain at least one bid for each type of work proposed. Prosper Portland will work with grantees to connect them with contractors or resources upon request.
  • If the applicant is a licensed contractor who wishes to self-perform work, a separate. additional bid must be submitted to validate the applicant’s bid. Contractor fees and overhead for applicant-owners will not be reimbursed.
  • For applicants who are awarded a maximum Building Energy Efficiency grant ($300,000) and seek additional Prosper Portland loan or grant capital, compliance with Prosper Portland’s Green Building Policy and Construction Business & Workforce Equity Policy may apply.
  • All contractors must be licensed by the State of Oregon.
  • All construction contracts will be between the applicant and contractor.
  • Program staff reserve the right to reject the Grantee’s proposed contractor(s).
